PSE certification is a compulsory certification in Japan, just like my country's CCC certification. Japan has released two sets of compulsory certification product catalogs. Class A: The designated electrical equipment and material products must be certified by a third-party certification body licensed by the Ministry of Economy, Trade and Industry of Japan. According to the DENAN law, manufacturers are obliged to save test results and certificates, and the label must have a diamond-shaped PSE mark. Class B: Other electrical equipment and material products must be certified by a third-party certification agency licensed by the Ministry of Economy, Trade and Industry of Japan. For different products, PSE certification requirements are also different. Divided into circular PSE certification and diamond PSE certification. There is a difference between the two. Round PSE certification does not require factory inspection, only samples and product related technical information need to be sent to the certification body. The diamond PSE certification requires factory inspection and the process of domestic CCC application is the same. It requires factory inspection, the cycle is long, and the cost is not low. Specific institutions can issue certificates. The round shape has a short time, does not require a factory audit, and is cheap, and the testing agency can issue a certificate by itself.
1. Introduction to PSE certification
Japan’s newly promulgated "Electrical Appliances and Material Safety Regulations" that replace the original electrical appliance ban law are very complicated. Take mobile phone chargers as an example: mobile phone chargers belong to category A products according to the regulations, and category A products must be authorized and approved by the Japanese government. Testing is carried out in a laboratory managed by METI. Such laboratories such as JQA, LET, UL Apex, non-Japanese laboratories such as UL are also authorized laboratories for this type of products (according to battery chargers and AC adapters). Therefore, companies applying for PSE certification should first choose a Japanese authorized laboratory and obtain a test report issued by the laboratory to prove that the product meets Japanese technical requirements. Japan has two sets of technical requirements for battery chargers, customers can choose arbitrarily:
1. It is a very traditional Japanese technical requirement
2. It is a technical requirement that is consistent with IEC60950 2nd +A4. It is recommended that Chinese customers choose the second option. In this way, since both China and Japan are members of IECEE-CB, customers can first obtain a CB report from CQC in China, and then report to The above-mentioned laboratories in Japan applied for the CB report. If you use method 1, the CB report cannot be accepted. If the product is designed to meet the second method and designed to comply with the IEC60950 standard, all safety components of the primary circuit such as capacitors and thermal trips must comply with the international IEC standards. If the product is designed to meet the first method and to comply with the Japanese national standard, all these safety parts of the primary circuit must comply with the Japanese national standard. It should be noted that if option 1 is selected, the CB report will not be accepted. It is also not allowed to mix mode 1 and mode 2.
About factory inspection Before issuing a certificate, the inspection agency will conduct a factory inspection on the manufacturer. After the testing and factory inspection meet the requirements, the PSE logo and the logo of the testing agency are allowed to be used on the battery charger. It is required to conduct 100% testing on the products produced, but different product testing items are different, usually high-voltage test and protective grounding continuity test. For the charger, the certificate is valid for 3 years. The regulations require Japanese purchasers to register and declare to Japan METI within one month after purchasing the goods, and must mark the purchaser's name or ID on the product for supervision and management in the future product sales process. According to the Product Material Safety Law, all responsibility for the safety of products imported into Japan is borne by Japanese importers.
